An Argument in Support of Retaining Residential Zoning for the 4.26-Acre Parcel at 3rd and Pine Streets
The approximately 4.26-acre parcel located at the corner of 3rd Street and Pine Street should remain zoned R-1 Residential because retaining the current zoning serves the long-term interests of the Village of Soldiers Grove and its residents.

1. The village has an ongoing need for housing
Like many rural Wisconsin communities, Soldiers Grove faces ongoing challenges in maintaining and expanding its housing supply. The availability of land suitable for new single-family homes within the village limits is limited. Preserving this parcel for residential development provides one of the few opportunities to create additional housing in an established neighborhood.
Conceptual planning indicates that this site could accommodate approximately 10 to 13 new single-family homes while remaining compatible with surrounding development. These homes would expand the village tax base, attract new residents, support local schools and businesses, and strengthen the long-term viability of the community.


The subject property is located within an established residential neighborhood. Existing homes border the site and residents have reasonably relied upon the expectation that nearby land would remain residential or institutional in character.
Maintaining the current zoning preserves neighborhood stability and protects the expectations of existing homeowners who invested in the area based on the longstanding residential designation.

3. Commercial Rezoning May Constitute Spot Zoning
Rezoning a single parcel within a predominantly residential area for commercial purposes may create an isolated commercial district that is inconsistent with surrounding land uses. Wisconsin courts have repeatedly expressed concern regarding spot zoning when a small parcel is singled out for treatment inconsistent with the surrounding neighborhood and not clearly justified by the public interest.
Any rezoning should primarily benefit the public as a whole, not merely the individual property owner.

Commercial uses may introduce increased traffic, truck deliveries, noise, lighting, signage, extended operating hours, and other impacts that are incompatible with adjacent residential properties.
Such impacts could reduce neighborhood character and potentially affect nearby property values.
5. Residential Development Is Consistent With Sound Land-Use Planning
Good planning practice encourages commercial development to be concentrated in existing business districts and along established commercial corridors where infrastructure, traffic patterns, and services are already designed to support those uses.
Preserving this parcel for housing represents a logical extension of the existing residential neighborhood and promotes orderly growth.


The existing R-1 zoning designation continues to serve an important public purpose. Retaining residential zoning will preserve neighborhood character, provide much-needed housing opportunities, support orderly growth, and protect the expectations of surrounding property owners. For these reasons, the Village should deny the proposed commercial rezoning and retain the existing R-1 Residential zoning classification.
